    MISAMIS ORIENTAL — The Land Transportation Franchising and Regulatory Board (LTFRB) has extended the amnesty program for tourist transport services until 31 August, giving operators additional time to comply with requirements and regularize their operations.

    Under Memorandum Circular No. 2026-080, the LTFRB also set new procedures for processing intra- and inter-regional applications.

    For intra-regional applications, operators must file directly with the Regional Franchising and Regulatory Office (RFRO) with jurisdiction over the proposed route.

    Inter-regional applications may also be filed with the RFRO, but full processing, including technical review, will be handled by the Central Office Technical Division.

    RFROs are required to complete an initial review within five working days of receiving an application. This includes checking supporting documents, verifying Land Transportation Office vehicle registration and records, reviewing inspection reports and vehicle photographs, and forwarding complete records to the Technical Division.

    The Technical Division will conduct the technical review, validation and consolidation of records, while the Legal Division will conduct required hearings, either on-site or online.

    For inter-regional applications, all Orders, Provisional Authorities, Decisions and Certificates of Public Convenience require approval from the LTFRB Board.

    All applications must also be entered into the centralized Technical Division database.

    The LTFRB said full requirements and program details are provided under Memorandum Circular Nos. 2026-003 and 2026-015.

    The deadline for all applications under the extended amnesty program is 31 August.
