The Department of Agriculture-Agricultural Credit Policy Council (DA-ACPC) has launched the Agricultural Rehabilitation, Emergency Credit, and Operational Viability for Economic Restoration (Agri-RECOVER) Program that will help farmers and fisherfolk who were affected by recent calamities.

The Agri-RECOVER Program is a comprehensive loan program that aims to provide immediate financial assistance, stronger cash flow, and support the rehabilitation of small farmers and fisherfolk (SFF), as well as micro and small enterprises (MSEs) related to the agricultural sector.

The said program was launched in Angeles City, Pampanga on 14 September 2026, as part of the Handog ng Pangulo program that gathered various government agencies and Kapampangan farmers, bringing government services closer to the masses.

The Agri-RECOVER program brings together emergency financing for the daily needs and start-up funds for the livelihood of farmers and fisherfolk, as well as targeted credit relief measures for the current borrowers that include agri-based MSEs.

Thru the said program, the DA-ACPC aims to expedite the return of a productive works of the agricultural community that were affected by the calamity, while protecting the borrowers against financial burdens.

The program provided no collateral and zero-interest calamity loan to qualified SFFs that they can use for their immediate needs and capital for their businesses. The program also provided mechanisms for credit relief, including loan restructuring, refinancing, and moratorium, to help current borrowers maintain their operation of viable projects despite the effects of calamity and financial constraints.

Also part of the program is the financial literacy and capacity-building interventions to help borrowers organize their finances and responsibly utilize their credit. This include cash flow and debt management, farm record-keeping, savings management, agricultural insurance protection, and methods on how to avoid fraud and scam.
