The library is the latest addition to Sentro Rizal Singapore.
The embassy said the opening forms part of activities marking the program's 15th year in Singapore.
The inauguration coincided with President Marcos' meetings with Singapore Prime Minister Lawrence Wong, investors and business executives, as well as a private roundtable organized with the Milken Institute aimed at strengthening economic cooperation between the two countries.
The embassy said visitors may also join guided tours of the chancery, which feature Philippine artworks and cultural exhibits.
Sentro Rizal is the Philippines' flagship cultural diplomacy program overseas, operating through embassies and consulates to promote Philippine heritage.
The Singapore center is scheduled to mark the 10th anniversary of Sentro Rizal next year.
