The Land Transportation Franchising and Regulatory Board (LTFRB) has issued show-cause orders to jeepney drivers and operators involved in a “kambal-plaka” scheme.

LTFRB Chairperson Atty. Vigor D. Mendoza II said the jeepneys were operating on the Tanauan-Calamba route and were observed using the same plate numbers.

Mendoza maintained that the scheme had been clearly explained as illegal under agency rules during the vehicle application process.

“This fraudulent scheme was discussed not only in the vehicle registration but also in the application for franchise, and engaging in this illegal activity is a clear violation of the conditions set for issuance of the Certificate of Public Convenience (CPC),” he said.

Under LTFRB Memorandum Circular No. VPT-2010-1412, drivers found guilty of 'kambal-plaka' will be forced to surrender their plates and subjected to administrative fines.

The operators were asked to submit a written explanation on why their CPCs should not be withdrawn and ordered to attend a hearing on 13 March 2026.

The agency also noted that operators will be required to pay a P5,000 fine if they fail to comply with the conditions.
