

Bureau of Corrections (Bureau of Corrections) Director General Gregorio Pio Catapang Jr. on Thursday, 1 January 2026, said spending the New Year behind bars is not the best way to start the year.
Catapang made the statement as he addressed persons deprived of liberty (PDLs) detained in BuCor prison facilities, telling them that they still have the chance to turn their lives around.
He reminded the PDLs that change happens one day at a time and that the past does not define the future they want to build, emphasizing that it is their choice to determine the kind of life they will live moving forward.
Catapang urged the PDLs to embrace opportunities for learning, rehabilitation, and personal reflection offered inside correctional facilities.
“You have the power to transform your story," Catapang said.
The BuCor chief also addressed prison personnel, commending them for the dedication they have shown despite the many challenges they face in their work.
"Each day you don the uniform, you embody the values of discipline, compassion, and integrity. Your role transcends beyond the walls of correctional facilities -- you are mentors, guides, and, at times, a beacon of hope for those we serve," Catapang said.
He strongly urged BuCor personnel to continue striving for excellence and to embrace every opportunity to uplift and reform lives.
“Let us remain committed to our mission of realizing lives and empowering individuals. Together, we can foster an environment where change is not just a word but a tangible reality," he said.
Catapang also called on both PDLs and BuCor personnel to reflect on their personal journeys and the milestones they have achieved, urging them to ignite a spirit of renewal within themselves and their communities.
He said they can create a legacy of hope, transformation, and resilience as they move forward into the new year.
