The Philippine National Police (PNP) on Tuesday reminded all personnel that indiscriminate firing of firearms will not be tolerated, as the nation prepares to welcome New Year 2026.

Acting PNP Chief Lt. Gen. Jose Melencio Nartatez Jr. emphasized the strict enforcement of the One-Strike Policy, warning that any violation could lead to dismissal from service and criminal liability.

“The Philippine National Police is strictly enforcing a One-Strike Policy against indiscriminate firing. This policy underscores our firm commitment to protecting lives and ensuring public safety during a period meant for peace, not preventable harm,” Nartatez said.

Personnel found engaging in celebratory or reckless gunfire will face immediate administrative sanctions and preventive suspension, pending investigation. 

Nartatez stressed that command responsibility is absolute, with every level accountable for maintaining discipline and safeguarding public trust in the PNP.

“As the nation welcomes the New Year, the PNP calls on all personnel to set the example of responsibility and restraint,” he added, highlighting the department’s commitment to “Bagong PNP para sa Bagong Pilipinas — Serbisyong Mabilis, Tapat, at Nararamdaman” to ensure a safe celebration for all Filipinos.

Final sweep of illegal firecrackers

Meanwhile, Nartatez ordered a final sweep of illegal firecrackers and pyrotechnics amid the expected surge in sales ahead of the New Year. 

Police forces at the municipal and city levels have been directed to act decisively against manufacturers and sellers of banned fireworks.

The operation will be conducted both on the ground and online via the PNP Anti-CyberCrime Group, targeting known hotspots such as Divisoria and other areas traditionally associated with illegal firecracker trade.

Authorities cited recent holiday injuries and deaths linked to firecrackers, including over a hundred injured victims, two fatalities in Dagupan City from an illegal factory explosion, and a 12-year-old boy killed in Tondo.

“We will not allow them to make money at the expense of public safety,” Nartatez said, urging the public to report illegal sales and use safe alternative noise-makers, especially for children.

The PNP reiterated that the dual focus on enforcing the One-Strike Policy and cracking down on illegal firecrackers is aimed at ensuring that New Year celebrations remain safe, orderly, and free from preventable harm.
