

The Philippine National Police (PNP) has imposed a three-day suspension on all Permits to Carry Firearms Outside Residence (PTCFORs) across Metro Manila in anticipation of the “Trillion Peso March” scheduled on Sunday at the People Power Monument in Quezon City.
The order, contained in a memorandum issued Thursday by acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr., takes effect from 12:01 a.m. on 29 November until 11:59 p.m. on 1 December.
The memorandum said the suspension covers all civilians, stressing that only personnel from the PNP, Armed Forces of the Philippines, and other authorized law enforcement agencies may carry firearms in public, and only if they are in uniform and on official duty.
The policy, it added, forms part of security preparations and will be enforced in coordination with the military, local governments, and other agencies to maintain order during the expected mass gathering.
More than 15,000 police personnel are set to be deployed in Metro Manila, with a concentration of forces at the People Power Monument and nearby areas.
According to Nartatez, the extensive deployment is not intended to intimidate participants but to ensure quick response capabilities in case of emergencies or violations of the law.
He emphasized that the presence of security personnel should not be interpreted as an aggressive stance, noting that maximum tolerance remains the standing protocol.
“Our job is to keep people safe, not prevent them from exercising their rights,” he said in paraphrased remarks.
Police officials said they have not received reports of a direct threat but remain on alert for groups that may attempt to disrupt the rally.
Nartatez recalled the Mendiola protest in September, where clashes between demonstrators and police resulted in injuries and arrests, as a reminder of what unchecked agitators can trigger.
He said intelligence units are monitoring individuals who may exploit the gathering for violent ends and assured the public that efforts are underway to ensure the event proceeds peacefully.
