The National Police Commission (NAPOLCOM) on Wednesday ordered an investigation into a Cavite police officer accused of assaulting and threatening to kill a 20-year-old college student following a road incident.

NAPOLCOM directed its Inspection, Monitoring and Investigation Service to investigate the complaint filed by alias “Ace” against Police Senior Master Sgt. Don Carlos Almonidovar of the General Trias Component City Police Station.

Ace alleged that the incident occurred at around 11:30 p.m. on 27 August along Governor’s Drive in Barangay San Agustin, Trece Martires City, after he made a U-turn ahead of Almonidovar’s vehicle.

The student claimed the police officer rammed their motorcycle, assaulted him, struck him with a firearm, cursed at him and threatened to kill him.

Ace also alleged that he and his 19-year-old companion, alias “Andrie,” were brought to a police station, where an attempt was made to settle the incident.

A breathalyzer test reportedly indicated that Almonidovar had consumed alcohol.

NAPOLCOM Commissioner Rafael Vicente Calinisan said Almonidovar could face administrative charges for grave misconduct and conduct unbecoming of a police officer. He said dismissal from the service is possible if the allegations are established by the investigation.

“May hustisya sa Pilipinas. Ang gobyerno natin ay gumagawa ng paraan para mapaganda ang buhay ng bawat Pilipino,” Calinisan said.

“Hindi tayo papayag na ang ordinaryong tao ay sasaktan, gigipitin, paduduguin, tatakutin o i-cover up ng sinumang pulis. Hangga’t nandito ang NAPOLCOM, maaasahan ng taong bayan na kikilos tayo at paninindigan natin ang kanilang karapatan. Para ito sa taong bayan. Makakaasa po kayong lahat,” he added.

Calinisan also directed Almonidovar and the police investigator handling the case to appear before NAPOLCOM at 8:30 a.m. on Thursday, 3 September, to explain their side and respond to the allegations as part of the commission’s fact-finding investigation.
