DAR trains ARB families in Capiz on smooth, lawful land inheritance
The Department of Agrarian Reform (DAR) on Thursday said its Provincial Office of Capiz, in partnership with the Center for Agrarian Reform and Rural Development (CARRD), has launched a series of community-based learning sessions on hereditary succession to help Agrarian Reform Beneficiaries (ARBs) and their families secure lawful and seamless transfer of land ownership to qualified heirs.
Implemented through DAR’s Legal Division and the Municipal Agrarian Reform Office (MARO) of President Roxas, the sessions reached five barangays—Badiangon, Bayuyan, Carmencita, Cubay, and Goce—over three months.
The initiative equipped families with clear, practical guidance on the legal steps, required documentation, and procedures for transferring land through inheritance, reducing delays, confusion, and risks to tenure security.
Regional Director Leomides R. Villareal explained that DAR designed the sessions to address key findings from the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, which showed that many original ARBs have already passed away, leaving their heirs uncertain about the legal process.
“Their families are often left without clear guidance on how to legally transfer land ownership to qualified heirs, resulting in delays, confusion, and potential loss of tenure security,” Villareal said.
Through interactive discussions and hands-on guidance, families strengthened their understanding of hereditary succession, enabling them to protect their land rights, prevent disputes, and ensure continuity of ownership within the family.
“The next phase will involve selected families completing the full hereditary succession process as pilot cases, providing replicable models that other ARB households can follow to ensure smooth and legally sound land transfer,” Villareal added.
The initiative gains added strength through the support of Misereor, CARRD’s long-standing partner in promoting secure land rights and improving the socio-economic well-being of smallholder farmers through justice-driven and sustainable development.
