NHA grants one-month moratorium for typhoon-affected beneficiaries

The National Housing Authority (NHA) announced Friday a one-month moratorium on housing loan amortization and lease payments for November 2025 to ease the financial burden of beneficiaries affected by Typhoons Tino and Uwan.

NHA General Manager Joeben A. Tai said the agency issued guidelines through Memorandum Circulars No. 2025-172 and 2025-173, granting an automatic one-month payment suspension for residential account holders in Regions 1, 2, 3, 4, 5, 6, 7, 8, the National Capital Region (NCR), Negros Island Region (NIR), the Cordillera Administrative Region (CAR), CARAGA (Region 13), and Palawan.

“Bilang pagtalima sa direktiba ni Pangulong Ferdinand ‘Bongbong’ R. Marcos, Jr. na magbigay ng tulong sa mga pamilyang apektado ng mga kalamidad na humagupit nitong buwan, partikular na po itong Bagyong Uwan, agaran po tayong nagpatupad ng isang buwang moratorium para sa ating mga benepisyaryo sa ilang rehiyon ng ating bansa,” Tai said.

Under the circular, all payments of amortization and lease due from November 1 to 30, 2025, are suspended, with no delinquency or additional interest charges. Any payment made during the moratorium period will follow the existing hierarchy of payments. Collection, including penalties and interest, will resume on December 1, 2025.

This initiative is the NHA’s fourth and fifth moratorium this year, following the aftermath of the Southwest Monsoon (Habagat), Typhoons Crising, Dante, and Emong in July; Typhoons Mirasol, Nando, and Ompong in Masbate, and the magnitude 6.7 earthquake in Cebu in October; and the magnitude 7.4 and 6.8 earthquakes in Manay, Davao Oriental.

Through the moratorium, the NHA, an attached agency of the Department of Human Settlements and Urban Development (DHSUD), reaffirms its commitment to supporting housing beneficiaries during times of disaster, allowing them to focus on rebuilding homes and lives without added financial stress.
