The documents subpoenaed by the Independent Commission on Infrastructure (ICI) were submitted by a contractor identified by President Ferdinand Marcos Jr. as among the 15 firms with the most flood-control projects.

The three-page document was filed by MG Samidan Construction and Development Corp. through counsels from the Sanidad and Associates law firm.

The submission, made on Wednesday, 12 November, was the company’s compliance and manifestation to the ICI, in response to subpoenas duces tecum issued in October.

MG Samidan — which allegedly began with only P250,000 paid-up capital — secured numerous government flood-control projects under the Marcos Jr. administration.

The ICI had directed the company to submit records of all its flood-control projects from 2015 to 2025, along with other required documents.

The firm said it handled 78 flood-control contracts, noting that from 2015 to 2021, it only took on four projects, but was awarded another 58 by the Department of Public Works and Highways between July 2022 and May 2025.

It emphasized that aside from the post-May 2025 flood control projects awarded to the company, 62 flood-control contracts have already been completed and inspected by the DPWH.

A company representative who submitted MG Samidan’s manifestation to the ICI said hard copies of all requested documents will be available on Friday, 14 November.

MG Samidan was incorporated in 2019 and is represented by Marjorie Samidan, its managing officer.
