

Micesa 8 Gaming Inc., the company authorized by the Philippine Charity Sweepstakes Office (PCSO) as STL (Small Town Lottery) operator in Quezon City, on Wednesday reaffirmed its full commitment to uphold integrity, transparency, and accountability. Micesa 8 Gaming Inc. is a majority Filipino-owned corporation, led by President Carlos De Guzman Montemayor and Chief Operating Officer Vernice Guenivir Mariano, who collectively hold the controlling interest in the company. Both have been instrumental in establishing Micesa 8’s foundation as a compliant, community-oriented, and locally governed STL operator in alignment with PCSO’s mandate.
In a meeting held Tuesday afternoon at Camp Karingal, Quezon City, attended by officials from the PCSO, members of the Quezon City Police District (QCPD), and agents of Micesa 8 Gaming Inc., the company officials announced a leadership adjustment aimed at further strengthening corporate governance and ensuring efficient coordination with regulatory and law enforcement agencies.
Effective November 3, 2025, the Board of Directors appointed Ms. Irene Bigornia Montemayor as Acting Corporate Secretary (Interim), succeeding Atty. Krystyna Nicole de Lara Feliciano. The appointment was formalized through a board resolution signed by President Carlos De Guzman Montemayor and Chief Operating Officer Vernice Guenivir Mariano.
Following the change, the company clarified that while Atty. Feliciano remains a shareholder, she no longer holds any corporate position and is not authorized to represent or transact on behalf of Micesa 8 Gaming Inc. in any capacity.
“Micesa 8 is committed to maintaining the highest standards of accountability and public trust,” Montemayor said. “This leadership enhancement will allow us to serve the people of Quezon City more effectively and in full alignment with PCSO’s mission,” he added.
Since officially commencing operations in October 2025 under PCSO authorization, Micesa 8 Gaming Inc. has worked closely with local authorities, police units, and community stakeholders to ensure lawful and transparent STL activities across Quezon City.
