The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Saturday, 8 November 2025, urged residents in several provinces across Luzon to stay alert as five major dams began preemptive water releases ahead of Typhoon Uwan (international name: Fung-Wong).

One gate each was opened at Ambuklao and Binga Dams, two at Magat Dam, and three each at Angat and Ipo Dams to manage rising reservoir levels. Communities near these watersheds were advised to take necessary precautions.

Areas that may experience flooding from Ambuklao and Binga Dams include Barangay Ambuclao in Bokod and Barangays Dalupirip and Tinongdan in Itogon, Benguet. Possible affected areas from Magat Dam include the towns of Ramon, San Mateo, Aurora, Cabatuan, Luna, Reina Mercedes, Burgos, Naguillian, and Gamu in Isabela, as well as Alfonso Lista in Ifugao.

In Bulacan, residents of Norzagaray, Angat, San Rafael, Bustos, Baliuag, Pulilan, Plaridel, Calumpit, Hagonoy, and Paombong were also reminded to stay vigilant as Angat and Ipo Dams continue controlled releases.

“Residents and the local disaster risk reduction and management councils concerned are advised to be alert for possible flash floods,” PAGASA said.

Cagayan River under close watch

In its 11 a.m. advisory, PAGASA also warned of riverside flooding and riverbank erosion due to a possible rise in the Cagayan River’s water level starting Sunday morning as Typhoon Uwan approaches Luzon. While most portions of the river system remain below alert level, the Tumauini Station is already above threshold. A slow rise in water levels may begin Sunday morning and could reach above alert status by afternoon.

The weather bureau listed towns in Cagayan that may be affected, including San Agustin, Jones, Echague, Alicia, Angadanan, Cauayan, Naguilian, Reina Mercedes, San Mateo, Cabatuan, Aurora, Luna, Gamu, Ilagan, San Mariano, Tumauini, Delfin Albano, Sto. Tomas, Cabagan, Sta. Maria, San Pablo, Peñablanca, Tuguegarao City, Enrile, Solana, Iguig, Amulung, Alcala, Baggao, Lasam, Gattaran, Lallo, Camalaniugan, Aparri, Tuao, Piat, and Sto. Niño.

PAGASA urged local government units and disaster management offices to closely monitor updates and ensure evacuation plans and early warning systems are in place, especially as Uwan continues to intensify over the Philippine Sea.
