DHSUD awards homes, land titles to poor families under Marcos’ housing push

Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling on Tuesday said almost 1,000 families have recently benefitted from President Ferdinand R. Marcos Jr.'s pro-poor housing initiative under the flagship Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

Aliling highlighted the awarding of Certificates of Entitlement (COEs) and land awards to beneficiaries of various housing modalities under the Expanded 4PH Program during the recently concluded National Housing Expo 2025.

He cited beneficiaries covered by Presidential Proclamations, for whom the DHSUD has begun issuing COEs, and by the Social Housing Finance Corporation’s (SHFC) Enhanced Community Mortgage Program (ECMP).

A total of 925 families from five homeowners’ associations benefitted from recently approved ECMP projects by SHFC, while 10 others received their COEs under two Presidential Proclamations covering lots in Lucena City and Los Baños.

“Malinaw ang direktiba ng Pangulong Marcos Jr.—ang ipaabot ang disente, ligtas at may dignidad na pabahay sa mga pinaka-nangangailangan, sa mahihirap nating kababayan. Kaya naman nagsimula na tayong mag-award sa ating mga beneficiaries,” Aliling said.“Sa ilalim ng Expanded 4PH, marami nang modality na pwedeng pagpilian ng ating mga kababayan na naaayon sa kanilang pangangailangan at kapasidad sa buhay. Kaya lahat po ng pamilyang Pilipino na patuloy na nangangarap magkaroon ng sariling tahanan ay kasama sa Expanded 4PH,” he added.

During the National Housing Expo 2025, representatives of the beneficiaries received their COEs and land awards under various proclamations and five ECMP projects.

“Ito ay magbibigay kapanatagan sa ating mga kababayan na deka-dekada nang naghintay para sa entitlements sa mga lupang kanilang tinitirhan,” Aliling said. “Hangad po ng ating Pangulo na maging panatag at magkaroon ng security of tenure ang ating mga kababayan, kaya patuloy pong isusulong ng DHSUD ang Expanded 4PH para sa maunlad at may dignidad na pamumuhay sa pamamagitan ng ligtas, disente, at abot-kayang pabahay,” he added.

Upon assuming office, Secretary Aliling revived the Community Mortgage Program (CMP) to provide tenure security for thousands of informal settler families and expedite the processing of COEs under multiple Presidential Proclamations.
