Ibajay Sangguniang Bayan member Mihrel Senatin was charged with murder on 9 August, a day after he allegedly shot Vice Mayor Julio Estolloso inside the SB building.
Estolloso sustained 18 gunshot wounds, including both entry and exit wounds, according to police.
Reports indicate the motive may have stemmed from disagreements over document sharing.
Senatin was tested for drugs. Authorities said his firearm is licensed but that he does not have a permit to carry it outside his residence.
He is expected to be turned over to the appropriate facility by the Ibajay Municipal Police Station on Saturday.
Murder is a non-bailable offense under Philippine law.
A stress debriefing will be conducted for SB office employees. Security at the Municipal Hall will also be tightened, with a “one entry, one exit” policy to be enforced.
