‘No helmet, no travel’ policy urged
The ordinance allows for the relaxation of helmet use in the poblacion area, in the city’s uptown area and certain sites provided that the 30kph speed limit is observed.

A member of the Cagayan de Oro City Council is calling on the local government to repel an ordinance which eased the enforcement on helmets by motorcycle riders in Cagayan de Oro City.
Councilor Roger Abaday said Ordinance 14421-22 — which eased the use of helmets in certain areas in the city — is counter to Republic Act 4136 or the Land Transportation Code which stresses the proper use of helmets on inner and outer lanes for major roads and the national highway.
The council sought the repeal of the ordinance following the 25 October accident that killed his son, who was not wearing a helmet during the accident.
Abaday is also pushing for a "no helmet, no travel" policy which he said is anchored on existing ordinances such as the Traffic Code and Republic Act 10054 or the Motorcycle Helmet Act of 2009.
To recall, the ordinance allows for the relaxation of helmet use in the poblacion area, in the city's uptown area and certain sites provided that the 30kph speed limit is observed.
It was enacted in response to the drive-by shootings committed by motorcycle-riding assailants who wore full-face helmets to mask their identities.
