  • The Police Regional Office 2 (PRO2) held a symposium on road safety and motornapping prevention on September 2, 2026, at the Greyhounds Gymnasium of the University of Cagayan Valley, emphasizing civilian participation in preventing road-related incidents and crimes.

    Themed “Strengthening Civilian Oversight and Collective Actions for Safer Communities,” the activity was led by Police Col. Alberto A. Calimag, chief of the Regional Community Affairs and Development Division (RCADD), and Police Maj. Sharon C. Mallillin, officer-in-charge of the Regional Public Information Office and chief of the Public Information Section/Information Operations and Resource Center.

    University of Cagayan Valley College of Criminal Justice Education Dean Dr. Gaypelyn M. Casiw, in her welcome remarks, stressed the importance of cooperation among the academe, law enforcement agencies, and communities in promoting public safety.

    Mallillin discussed the rationale of the symposium, highlighting the need to raise public awareness on road safety, responsible road use, and measures to prevent motornapping. Calimag, meanwhile, called on participants, particularly students, to become active police partners by practicing discipline, vigilance, and responsible citizenship.

    Police Maj. Tirso T. Pascual, provincial officer of the Highway Patrol Group, discussed Republic Act No. 4136, or the Land Transportation and Traffic Code, and emphasized compliance with traffic laws and responsible driving as key to preventing road-related incidents.

    PRO2 said the symposium forms part of its efforts to strengthen partnerships with academic institutions and communities while equipping students and other stakeholders with practical knowledge on road safety, crime prevention, and responsible citizenship.
