Dimasalang National High School principal Randy Emmanuel V. Bulanon has drawn backlash over social media posts containing derogatory remarks about Akbayan Party-list Rep. Jose Manuel “Chel” Diokno, lawyer Jesus Falcis and former lawmaker Percival “Perci” Cendaña.
Falcis on Sunday, 23 August, threatened to file an administrative complaint against Bulanon before the Department of Education (DepEd), alleging that one of the principal’s posts violated the Safe Spaces Act.
“Randy Emmanuel Villar Bulanon, alam mo ba na violation ng Safe Spaces Act yung pinost mo na gusto mong mangyari sakin under the section Gender Based Online Sexual Harassment? Principal ka. I will file an admin complaint before the Dep Ed,” Falcis wrote on social media.

Bulanon had posted “Jesus Falcis.. Lobutin,” using a Cebuano vulgar sexual expression directed at the lawyer.
In another post, Bulanon shared a photo of Diokno and wrote: “Rep. Chel, 80% gusto..matanggal ang IPIN mo..dahil minamalas ka kasing maging Senador..baka mali lang pagka relay sayo.”
The post appeared to mock Diokno’s teeth while referring to his previous unsuccessful Senate bids.
Bulanon also shared an image of Cendaña alongside a caricature of the former lawmaker and wrote: “Pag pina ‘auction’ ang painting/drawing na to..Malamang malaki kikitain nang Artist.”

Falcis later posted another response referring to Bulanon’s position as a school principal.
“Nagparamdam na si tweety bird. Sir Randy Emmanuel Bulanon was promoted to Principal III last year June 2025. Baka hindi na sya umabot at makapag celebrate ng second year anniversary niya,” Falcis said.

Content creator Lovely Granada also called on DepEd to take action.
“Purge out the rotten ones from the teaching force. Maraming mga guro na masipag at matitino ang mas karapat-dapat bigyan ng parangal at pagkilala,” Granada said.

Bulanon’s social media account was no longer accessible as of Monday. It was not immediately clear whether the account had been deactivated, deleted or otherwise made unavailable.
As of writing, Bulanon and DepEd have yet to publicly respond to the threatened administrative complaint.
