MMDA integrates NCAP tracking into eGovPH mobile app

Motorists in Metro Manila can now use their smartphones to check if they have violated traffic laws under the Metropolitan Manila Development Authority’s (MMDA) digital enforcement system, officials announced Friday.
The MMDA has integrated its No Contact Apprehension Policy (NCAP) tracking service into the government’s eGovPH mobile application, allowing drivers to view citations, settle penalties, or contest infractions remotely.
The rollout follows complaints from motorists who faced massive, unexpected fines due to a lack of physical mail notifications. One motorcycle rider recently discovered he owed P200,000 in penalties after visiting the MMDA office in Pasig.
“I admit it... Sometimes I do end up speeding,” the rider said, adding that he would have corrected his driving sooner had he received any warning. “If a notice had actually reached me, I would have been alerted.”
Department of Information and Communications Technology Secretary Henry Aguda said the app removes any excuses for unpaid fines.
“When you are driving, you are conscious that you need to follow traffic rules because you know if you commit a violation, you will be caught,” Aguda said. “Second, you no longer have an excuse not to pay because it is now so convenient.”
To check for violations, users must select the MMDA service within the app and register their vehicles by either scanning or manually entering their official registration details.
The digital platform also streamlines the appeals process.
“When you see a violation and think the apprehension was a mistake, there is a QR code you can scan that will take you to the contest mechanism,” MMDA chairperson Don Artes said. “Drivers won’t even need to go to the MMDA office to contest it.”
The MMDA revived its digital camera enforcement system in May 2025 after the Supreme Court partially lifted a temporary restraining order on the policy.
