The Land Transportation Office (LTO) has summoned a motorist caught on surveillance video running over and dragging a child playing in a church parking lot in Quezon City on Saturday, authorities said.
In response to the 1 August incident, the agency issued a preventive 90-day license suspension against the registered owner of the pickup truck and placed the vehicle on alert status pending the outcome of an administrative investigation.
Surveillance footage from the Nativity of the Lord Parish in Barangay E. Rodriguez showed the child playing in the rain with other children when a pickup truck pulled into the parking lot, apparently to execute a U-turn.
Upon entering the space, the vehicle hit the child and dragged them across the pavement.
Video captured the driver briefly exiting the truck to check on the injured child before getting back into the vehicle and driving away without offering further assistance.
The agency ordered the motorist to submit a formal written explanation showing cause why their driver's license should not be revoked or suspended for reckless driving, failure to aid a victim in an accident, and being improper to operate a motor vehicle.
"Every motorist has the responsibility to prioritize the safety of everyone and to act in accordance with the law, particularly when there is an accident," LTO Acting Secretary Markus Lacanilao said in a statement.
