Executive Secretary Ralph Recto has ordered law enforcement and traffic management agencies to coordinate ahead of President Ferdinand Marcos Jr.’s fifth State of the Nation Address (SoNA) on Monday, with authorities focusing on security, traffic flow, crowd management, and rapid response to incidents.

During a security cluster meeting on Tuesday, Recto directed the Philippine National Police (PNP) and the Metropolitan Manila Development Authority to work closely to ensure the smooth movement of people and vehicles while preparing for possible disruptions that could inconvenience or endanger commuters.

“Let’s ensure that the SoNA will be peaceful and orderly for everyone. We must be prepared, our actions must be coordinated, and our response must be quick to any situation,” Recto said.

He also stressed that law enforcement efforts must be balanced with respect for civil liberties, reminding authorities to uphold the constitutional right of people to peacefully express their views.

Dissent to be respected

“Respect dissent, but be firm against violence, chaos and any threat to public safety,” he said.

Recto emphasized that each agency must have clearly defined responsibilities and maintain continuous coordination and communication throughout the event. He added that the success of the preparations would be measured not only by security inside the SoNA venue but also by the safety, order, and efficient movement of the public in surrounding areas.

The meeting was attended by Cabinet Secretary Benhur Abalos, National Security Adviser Eduardo Oban Jr., PNP chief Gen. Nicolas Torre III, Armed Forces of the Philippines Deputy chief of staff for Operations Maj. Gen. Elmer Suderio and Presidential Anti-Organized Crime Commission director Teofilo Bailon.
