The Commission on Audit (COA) issued an unmodified opinion to the Authority of the Freeport Area of Bataan (AFAB), citing that the latter has zero unsettled audit suspensions, disallowances and charges on its Financial Statements for Calendar Year 2025.
According to an Independent Auditor's Report, COA rendered an unmodified opinion of AFAB's financial statements for 2025, proving the agency’s commitment to sound financial management and good governance in the Freeport Area of Bataan (FAB).
COA stated that an unmodified opinion is the most favorable audit opinion issued by COA, indicating that an agency's financial statements are fairly presented and comply with applicable accounting standards.
The audit covered AFAB's financial transactions and operations from January 1 to December 31, 2025, and was conducted in accordance with the International Standards of Supreme Audit Institutions (ISSAIs) and assessed the agency's compliance with pertinent laws, rules and regulations, as well as prescribed government policies and procedures.
AFAB also reported no unsettled Audit Suspensions, Disallowances and Charges as of December 31, 2025.
“These audit results reflect AFAB's adherence to transparency, accountability and prudent management of public resources,” AFAB Administrator and CEO Mohammed Hussein P. Pangandaman stated.
An unmodified opinion (often called a clean opinion) is an auditor's formal judgment that an organization's financial statements are presented fairly and comply with accounting standards. It indicates the highest level of assurance, meaning the records are accurate and free from material misstatements.
