DOH expands free HIV services to foreign tourists

The Department of Health (DOH) has expanded its HIV prevention campaign to include foreign travelers as part of efforts to curb local transmission, address regional gaps, and reduce the stigma associated with HIV screening.
Under the initiative, both Filipinos and foreign tourists can access free and confidential HIV prevention services at DOH-accredited treatment hubs and testing facilities nationwide.
The services include HIV counseling and testing, condoms, lubricants, Pre-Exposure Prophylaxis (PrEP), and other prevention interventions.
The DOH said broadening access to these services aims to strengthen the country's HIV response by ensuring that preventive healthcare is available regardless of nationality.
The Philippines' national HIV response was institutionalized through Republic Act No. 8504, or the Philippine AIDS Prevention and Control Act of 1998, which established the country's integrated HIV prevention and control framework.
Community-based organizations later partnered with the DOH to pilot PrEP demonstration projects, with the preventive medication becoming part of the national HIV prevention program in August 2020.
In March 2026, the DOH issued Administrative Order No. 2026-0005, updating national guidelines to make the delivery of PrEP and Post-Exposure Prophylaxis (PEP) more accessible, flexible, and responsive through community-based facilities.
The department launched its tourist inclusivity campaign in June 2026, emphasizing that free HIV prevention and testing services are available to both Filipino citizens and foreign visitors.
As of the first quarter of 2026, the DOH estimates that about 252,800 people are living with HIV in the Philippines.
Data from the HIV/AIDS and ART Registry of the Philippines (HARP) also showed that 168,079 HIV cases have been laboratory-confirmed since national surveillance began in 1984.
The DOH reminded the public that HIV testing remains free, voluntary, and strictly confidential at all government-run treatment hubs and accredited testing facilities.
