The Philippine National Police (PNP) will deploy more than 9,500 police officers to secure the White Ribbon March at the EDSA People Power Monument on Sunday, while directing all operational units to exercise maximum tolerance.
PNP chief Gen. Jose Melencio C. Nartatez Jr. said Friday he had ordered the National Capital Region Police Office (NCRPO) and concerned regional offices to conduct comprehensive security threat assessments ahead of the gathering.
"We have already initiated strategic security assessments and directed the National Capital Region Police Office, alongside concerned local units, to exercise maximum tolerance while strictly enforcing traffic management and civil disturbance protocols," Nartatez said.
"Our priority is to ensure that the White Ribbon Movement march at the EDSA People Power Monument remains completely peaceful, prevents any form of lawlessness, and causes minimal disruption to the commuting public and nearby business establishments," he added.
The White Ribbon March, organized by religious and civil society groups led by the Interreligious Leaders Council for National Transformation, seeks to promote electoral reforms, stronger government accountability, and action against corruption and political dynasties.
The PNP chief stressed that the police would remain politically neutral throughout the activity.
"While we respect the public's right to peaceful assembly and freedom of expression, the Philippine National Police will remain completely apolitical and focused solely on maintaining public order and safety during the scheduled June 28 mobilization," Nartatez said.
NCRPO spokesperson Maj. Hazel Asilo said a total of 9,533 police officers would be deployed across Metro Manila.
"Wala namang banta. Ito ay proactive deployment," Asilo said.
Eastern Police District acting director Brig. Gen. Melecio M. Buslig Jr. said Civil Disturbance Management contingents would be deployed around the EDSA Shrine to maintain peace and ensure the safety of participants.
Personnel from the district headquarters and the police stations in Pasig, Mandaluyong, Marikina, and San Juan will remain on reactionary standby to respond to any contingency.
The EPD also said it would intensify anti-criminality operations in transport terminals, commercial establishments, major roads, and other public areas before, during, and after the rally.
The PNP said all deployed personnel have been instructed to strictly observe maximum tolerance and uphold human rights-based policing throughout the event.
