WITH the Energy Regulatory Commission's tightening of the rules on the manner by which distribution utilities recover local taxes, ‘we are empowering consumers to better understand their electricity bills while ensuring that distribution utilities remain financially viable,’ said ERC chairperson and CEO Francis Saturnino C.
