Mactan-Cebu International Airport (MCIA) is among the country’s largest airport public-private partnership (PPP) projects, managed by Aboitiz InfraCapital, Inc. (AIC), the Aboitiz Group’s infrastructure arm and the largest airport operator outside Metro Manila.

AIC began operating MCIA in 2024 under a 25-year concession following a phased acquisition that started in 2022. The company is responsible for developing, operating, and maintaining the airport under the Philippine Build-Operate-Transfer Law and its implementing rules and regulations.

MCIA serves as a regional hub for domestic and international flights and handled an estimated 16 million passengers by the end of 2025, accounting for over 20 percent of the country’s total air traffic.

In January 2026, MCIA’s Customer Experience Accreditation from Airports Council International was upgraded from Level 2 to Level 3, reflecting improvements in passenger services, staff training, and operational procedures. In 2025, the airport also received the Best Airport award at Departures (5–15 million passengers, Asia-Pacific) for the second time.

AIC Airports is also expanding its network through PPP agreements to manage and modernize Laguindingan International Airport in Misamis Oriental and Bohol–Panglao International Airport in Bohol. These projects aim to improve domestic and regional connectivity, enhance tourism, and support economic development.

MCIA has hosted ASEAN delegates and other international visitors, providing dedicated arrival and departure lanes and cultural presentations in coordination with the Department of Tourism. AIC Airports says these measures are part of ongoing modernization projects introduced with the Department of Transportation and the Civil Aviation Authority of the Philippines.
