Pasig firm tied to alleged ghost flood projects in Bulacan, Davao

A Pasig-based firm associated with the Discaya family has surfaced as a central figure in suspected ghost and irregular flood-control projects spanning Bulacan to Davao Occidental.

In Bulacan’s 1st District, the company is among several contractors named in an Ombudsman complaint involving flood-control and river-protection works implemented in 2022 and 2023 under the Department of Public Works and Highways (DPWH).

The complaint, filed by DPWH Secretary Vivencio “Vince” Dizon, accuses former district officials and private contractors of violating the Anti-Graft and Corrupt Practices Act, falsifying documents, and facilitating payments for projects later flagged by auditors as missing, relocated, or undocumented.

St. Timothy is also implicated in a separate case in Jose Abad Santos, Davao Occidental, involving a 96.5-million-peso river revetment project awarded in 2022. Although government records show the project was completed and fully paid, a 2025 inspection by authorities and sworn statements from local officials indicated that construction had only recently begun. Investigators have described it as a ghost flood-control project.

Corporate records show St. Timothy was incorporated in 2014 by Ma. Roma Angeline D. Rimando and spouses Cezarah “Sarah” Rowena C. Discaya and Pacifico “Curlee” F. Discaya II. While Discaya testified at a 2025 Senate hearing that she had divested from several firms, regulators later revoked the licenses of nine companies identified as Discaya-linked, citing continued beneficial ownership and coordinated bidding.

Both Ombudsman cases remain under preliminary investigation as of early 2026. No court has yet ruled on the liability of any respondent, but investigators are focusing on the individuals alleged to have exercised control over the companies involved when the questioned flood-control contracts were awarded and paid.
