The National Police Commission (Napolcom) launched an investigation Tuesday into 10 police officers from the Angono Police Station in Rizal for alleged grave misconduct, extortion and the staging of a fraudulent drug operation.

The administrative complaint, filed by Nestor Makabenta Jr. with assistance from the office of Senator Erwin Tulfo, names 10 respondents: PCPT Francis Caparas, PCMS Randell Evardone, PMSg Jeffrey Godalle, PMSg Michael Maandal, PSSg Rommel Bilog, PSSg Daril Piamonte, PSSg Rowel Sabangan, PSSg Alejandro Probadora, PSSg Brian Moises and PCpl Andres Buelo Jr.

According to the complaint, the officers reported arresting Makabenta during a 10 p.m. buy-bust operation on 10 November 2025. However, CCTV footage submitted as evidence shows the complainant was intercepted by police as early as 5 p.m. while riding a motorcycle.

Makabenta further alleged he was coerced into admitting drug involvement and pressured to pay a P50,000 “settlement” fee.

The victim’s family reportedly sent the money via GCash, but a criminal case was filed against him regardless. That case was later dismissed by prosecutors, who noted discrepancies between police affidavits and the testimony of village watchmen and media witnesses, who clarified they only saw the post-arrest inventory and not the operation itself.

Napolcom commissioner Rafael Vicente Calinisan directed the commission’s Inspection, Monitoring, and Investigation Service to act decisively on the matter.
