

The National Commission of Senior Citizens (NCSC) is set to use the Senior Citizen Building inside the Provincial Capitol Compound in the City of San Fernando, Pampanga, as its regional office.
According to the Provincial Government, Governor Lilia “Nanay” Pineda and Vice Governor Dennis “Delta” Pineda signed an Usufruct Agreement with NCSC Chairperson and CEO Ma. Marceditas Gutierrez at the Senior Citizen Building on 19 January 2026.
Under the agreement, the Provincial Government has allowed the use of the Senior Citizen Building into a regional office of the NCSC, in line with Resolution No. 9543 of the Sangguniang Panlalawigan.
The agreement aims to boost the delivery of programs and services of the NCSC to the senior citizens of Pampanga as well as the whole Region 3.
The NCSC is urging all senior citizens to register and become listed in the national database so they can avail of the programs, services, and benefits given by the government, including cash incentives under Republic Act (RA) 11982.
RA 11982 (Expanded Centenarians Act), that amended RA 10868 (Centenarians Act of 2016), states that all Filipinos who reach the age of 80, 85, 90, and 95 have the right to receive a P10,000 cash gift, while those who reach 100 years old will receive P100,000.
Aside from the incentives given by the national government, the Provincial Government is also giving P100,000 to all senior citizen aged 95 and above.
