Senator Win Gatchalian said Saturday, 3 January, that the enrolled 2026 budget measure has allotted P2.9 billion for the rollout of the School-Based Mental Health program and the creation of the Learner Wellness Division.
This would be under the Basic Education Mental Health and Well-Being Promotion Act which mandates the development and strengthening of the School-Based Mental Health Program to promote the well-being of learners.
The program shall manage the mental health concerns of all learners, including the prevention of suicides in schools.
"We recognize the gravity and urgent need to address the mental health issues of youth," Gatchalian said.
"That is why part of the historic funding we have allocated for the education sector is to promote the mental health and well-being of our students," he added.
The law’s implementing rules and regulations (IRR) also seeks the creation of a Learner Wellness Division under the Bureau of Learner Support Services.
The division is tasked with setting annual targets for the law’s implementation, including establishing school mental health offices and care centers, and filling required plantilla positions.
The Senate ratified on 29 December 2025 the proposed P6.793-trillion 2026 national budget.
It is expected to be signed by President Ferdinand Marcos Jr. by next week.
