PALO, Leyte — Police and military officials in Eastern Visayas issued a stern warning to personnel Tuesday against celebratory gunfire, promising immediate dismissal under a “one-strike policy” as the region prepares for New Year’s Eve.

Brig. Gen. Jason Capoy, director of Police Regional Office 8 (PRO-8), said the policy is part of heightened security measures for the 2026 crossover. The directive eliminates warnings or second chances for any officer caught firing a weapon indiscriminately.

“Any personnel involved will be subject to administrative sanctions in accordance with applicable rules and regulations, as well as criminal liability under Philippine law, without warning,” Capoy said.

The Philippine Army also announced that sanctions await any soldiers caught violating firearm protocols.

Army spokesperson Col. Louie Dema-ala said the military will not muzzle service firearms with tape this year — a traditional preventive measure — trusting instead in the professional discipline of the troops.

“We regard the professionalism of each Army personnel, and they are responsible enough to abide by the directives and regulations on indiscriminate firing,” Dema-ala said.
