Clark Freeport — The Clark International Airport Corporation (CIAC) and the Provincial Government of Pampanga have signed a Memorandum of Agreement (MOA) to enhance and expand livelihood programs for local communities in the province.
The MOA signing was held at the CIAC Corporate Office in Clark Freeport on 2 December 2025, granting the use of a 6.59-hectare area, known as the GMA Kabukiran Parcel New Area, inside the Clark Civil Aviation Complex.
According to CIAC President and CEO Joseph “Jojit” Alcazar, the collaboration between CIAC and the Pampanga Provincial Government reflects their shared commitment to proactive governance, community empowerment, and sustainable development.
Alcazar signed the MOA with Governor Lilia “Nanay” Pineda, witnessed by CIAC Board of Directors Anthony Emmanuel Tulabut and Jaime Lazatin, and 1st District Board Members Cherry Manalo and Christian Halili.
The agreement forms part of the CIAC and the Provincial Government’s thrust on food security, which seeks to provide a coordinated approach to strengthening livelihood programs in Pampanga, including farming activities in vacant lots—particularly the GMA Kabukiran area at Prince Balagtas Avenue.
The said plot of land spans 6.4 hectares and will be farmed by the Katutubong Aeta from Mabalacat City. The project will provide jobs, livelihood opportunities, and a stronger future with the help of the Provincial Government, Pineda said.
Also present during the MOA signing were Capitol department heads who expressed full support for the program, which aims to deliver opportunities and development to every Kapampangan.
