Prime Infra revamps leadership after major gas deal

Prime Infra has announced a transition in leadership within its energy portfolio as Jose Victor Emmanuel “Jocot” A. de Dios takes over as president and CEO of Prime CoreGen, the subsidiary overseeing the company’s newly acquired gas assets, effective 1 January 2026.

De Dios will step down as president and CEO of Manila Water on 31 December 2025, with Roberto Jose “Boj” R. Locsin, currently chief administrative officer and chief operating officer for International Business taking over the role.

Extensive energy sector experience

De Dios brings extensive energy-sector experience to Prime CoreGen.

His background includes serving as Energy undersecretary from 2001 to 2004 under President Gloria Macapagal–Arroyo, where he established the Natural Gas Office, and later chairing PNOC-Exploration Corporation.

He also led Australian oil exploration firm Nido Petroleum and previously served as CEO of GE Philippines, overseeing businesses in power generation, industrial solutions and aviation.

Manila Water leadership

Locsin, who will assume leadership at Manila Water, currently manages corporate administration and the company’s international operations. Since Prime Infra’s entry as shareholder, he has led systems modernization, operational efficiency programs, and performance-driven reforms across the organization.

Prior to Manila Water, he served as CEO of Philippine Growth Terminals under International Container Terminal Services Inc. (ICTSI), overseeing port operations in Subic and Cagayan de Oro. His earlier career includes senior roles in strategy, consulting and business transformation in the US and the Philippines.

Critical infra assets

Prime Infra, owned and led by Enrique Razon Jr., continues to expand its portfolio of critical infrastructure assets.

The company recently acquired a controlling stake in First Gen Corp.’s (FGen) gas subsidiaries, including the 1,000-MW Santa Rita, 500-MW San Lorenzo, 450-MW San Gabriel and 97-MW Avion facilities — as well as the planned 1,200-MW Santa Maria plant and the offshore LNG terminal.
