

An inspection was conducted by the Independent Commission for Infrastructure (ICI) in Cebu province to assess flood control projects following the extensive devastation left by Typhoon Tino.
The inspection, coordinated with Department of Public Works and Highways (DPWH) Undersecretary Arthur Bisnar, focused on project sites in Mandaue City, the Municipality of Liloan, Talisay City, and Cebu City.
ICI Special Adviser Retired General Rodolfo Azurin Jr. led the inspection in direct response to the catastrophic impact of Typhoon Tino (international name: Kalmaegi), which battered the Visayas with heavy rains and strong winds and caused widespread flooding, resulting in over 300 fatalities — most of them in Cebu.
Nearly 387,000 individuals across the Visayas and Mindanao were preemptively evacuated, while approximately 60,000 others were directly affected by the flooding and prolonged power outages.
