Muntinlupa launches Philippines’s first citywide early warning system for the deaf

The local government of Muntinlupa has launched the country’s first citywide Early Warning System for the Deaf, a visual emergency alert network designed to ensure that disaster warnings reach residents who are deaf or hard of hearing.

The system, called Beacon Light, uses multi-colored LED signals that flash distinct color patterns corresponding to specific emergency situations — including typhoons, earthquakes, flooding, and other hazards. Once activated, the lights provide real-time, non-auditory alerts to communities.

Mayor Ruffy Biazon, who led the launch along with Muntinlupa Rep. Jimmy Fresnedi, said the initiative reflects the city’s commitment to inclusive disaster preparedness.

“Preparedness should be inclusive. Through this first-of-its-kind system, we’re making sure that every Muntinlupeño, especially those who cannot hear sirens or public announcements, receives life-saving warnings when it matters most,” Biazon said.

The program is spearheaded by the Department of Disaster Resilience and Management (DDRM) in partnership with the Persons with Disability Affairs Office (PDAO).

At least 20 beacon units have initially been installed in schools, barangay health centers, and major roadways as part of the pilot phase. The city also plans to expand the system to more neighborhoods in the coming months.

The visual alert network will operate alongside Muntinlupa’s existing 17 Early Warning System sirens, allowing both hearing and deaf residents to receive synchronized hazard notifications.

Rep. Fresnedi hailed the project as a breakthrough in local governance.

“Muntinlupa once again leads by example in ensuring that every sector of society is seen, heard, and protected,” he said.

DDRM head Dr. Erwin Alfonso said the initiative strengthens the city’s push toward disaster readiness rooted in accessibility.

“This project is a statement that Muntinlupa’s disaster resilience is not only about infrastructure—it’s about inclusion,” Alfonso said.
