After 20 years, families in Caloocan gain home security through 4PH
After more than two decades of waiting, around 700 families in Caloocan City finally received their land titles under President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program on Thursday.
The awarding ceremony, held at the Caloocan Sports Complex, is part of the government’s ongoing efforts to provide secure, decent, and affordable housing for Filipino families.
DHSUD Secretary Jose Ramon Aliling described the event as a direct result of the President’s push to strengthen the rollout of public housing nationwide.
"Alinsunod sa direktiba ni Pangulong Marcos Jr., tuluy tuloy po ang DHSUD kasama lahat ng aming key shelter agencies sa pagsusulong at pagpapalawak ng Expanded 4PH upang mas maraming pamilyang Pilipino ang magkaroon ng sariling tahanan na ligtas, disente at abot kaya para sa mas may dignidad na pamumuhay," Secretary Aliling said.
"Ang pag-a-award ng NHA ng mga titulo ay patunay sa mas pinaigting na commitment ng ating administrasyon para tulungang gumaan ang pamumuhay ang ating mga kababayan," he added.
The distribution follows Presidential Proclamation No. 366, which covers the Tala Development Project — a 149-hectare property in Caloocan City. Of this, 120 hectares were allocated for housing bona fide leprosy patients and qualified families, while the remaining 29 hectares include low-rise residential units and barracks.
The project began in 1995 under RA No. 7999 signed by former President Fidel V. Ramos, and was expanded in 2000 through a proclamation by former President Joseph Estrada.
Aliling was joined by NHA General Manager Joeben Tai, Caloocan City Mayor Dale Gonzalo Malapitan, Representatives Oscar Malapitan and Dean Asistio, highlighting the cooperation among national and local leaders in advancing housing programs.
Beneficiaries thanked the administration for converting decades of uncertainty into a secure path toward stable home ownership.
