Criminal charges have been filed after Quezon City police tracked down one of four suspects involved in the robbery of an Indian national through online monitoring.
Quezon City Police District (QCPD) Acting District Director P/Col. Randy Glenn Silvio said on Tuesday that Al Farouk Bantuas Toroganan was charged on 22 October 2025, for violation of Presidential Decree 1612 (Anti-Fencing Law). Additional complaints for robbery with violence and intimidation of persons and Republic Act 10883 (New Anti-Carnapping Act of 2016) were also filed against Toroganan and three other suspects who remain at large.
Silvio said he formed a Special Investigation Team (SIT) following the October 10 incident in Brgy. Kaligayahan, where three armed men broke into the victim’s home and took valuables worth P1.6 million before fleeing.
Investigators from the Criminal Investigation and Detection Unit (CIDU) under P/Lt. Col. Edison Ouano secured CCTV footage from a fast-food chain in Brgy. San Roque, Angono, Rizal, showing suspects handing stolen items to another man.
Through coordination with confidential informants, police traced a Facebook account under Toroganan’s name selling an iPhone 13 Pro Max matching one of the stolen items. Verification confirmed that Toroganan was the same person seen in the CCTV footage.
An entrapment operation was launched at around 11:56 p.m. on October 21 inside a fast-food restaurant in the same barangay, leading to Toroganan’s arrest. Police recovered the stolen iPhone, a Honda Click motorcycle, and boodle money used in the sting.
On October 30, Toroganan executed an extrajudicial confession, naming his cohorts as alias “Hilario” (29), alias “Aristeo” (29), both from Brgy. Kalayaan, Angono, Rizal, and alias “EJ” from Brgy. San Isidro, Angono, Rizal.
“I commend the CIDU and Pasong Putik Police Station 16 operatives for their quick and coordinated action that led to the resolution of the case,” Silvio said. “This shows our strong commitment to deliver justice to victims and make sure that no crime goes unpunished. We will continue to pursue all leads until every perpetrator involved is held accountable.”
