Some 12,000 police personnel will be deployed by the Police Regional Office 3 (PRO3) to ensure a peaceful and orderly observance of All Saints’ and All Souls’ Days in Central Luzon.
According to Police Brig. Gen. Ponce Rogelio I. Peñones Jr., Regional Director of PRO3, the deployment of more than 12,000 law enforcement personnel and force multipliers across Central Luzon is under the nationwide security campaign “Ligtas Undas 2025.”
He added that around 3,000 police officers will be strategically assigned to cemeteries, memorial parks, churches, transport terminals, and tourist destinations starting 29 October 2025.
Over 1,000 uniformed personnel from the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), and Philippine Coast Guard (PCG), along with about 7,600 force multipliers composed of barangay tanods, radio groups, civic organizations, and non-government volunteers, will join the 12,000 police personnel.
Police visibility and assistance operations will cover 664 cemeteries and columbaria, 139 motorist assistance centers, 611 police assistance desks, as well as major tourist sites and transportation hubs across the region.
Police Brig. Gen. Peñones directed his Command Group, Regional Staff, and all provincial and city police directors to personally oversee security and traffic management in their respective jurisdictions to ensure full coverage and rapid response throughout the observance.
“This proactive deployment ensures that all cemeteries, terminals, and public areas are properly secured for the safe and orderly observance of Undas 2025,” Police Brig. Gen. Peñones said. “It reflects our continuing commitment to safeguard the public during one of the busiest times of the year.”
He emphasized that the initiative aligns with the PNP Focused Agenda of Acting Chief, PNP Police Lt. Gen. Jose Melencio C. Nartatez Jr., particularly under the Enhanced Managing Police Operations (EMPO) framework, which prioritizes the effective management of large gatherings, public events, and crowd control.
The regional police chief also extended his gratitude to partner agencies and community volunteers for their unwavering cooperation and dedication to public service.
“We thank our partners from the AFP, BFP, PCG, and our civilian volunteers for their invaluable support. Their active participation embodies the true spirit of bayanihan and shared responsibility in maintaining peace and security,” Police Brig. Gen. Peñones added.
The “Ligtas Undas 2025” security and traffic operations will be implemented from October 29 to November 5, 2025, ensuring sustained police presence, emergency preparedness, and efficient crowd and traffic management across Central Luzon throughout the Undas period.
