

President Ferdinand R. Marcos Jr. has formally established the Presidential Filipinnovation Awards, a new national initiative aimed at recognizing and supporting outstanding Filipino innovators and enterprises whose work contributes to the country’s progress through innovation.
The awards program was created under Executive Order (EO) No. 99, signed by President Marcos on October 6, and is anchored in Republic Act No. 11293, also known as the Philippine Innovation Act. The law underscores innovation as a key driver of national development and sustainable economic growth.
Envisioned as the most prestigious innovation competition in the Philippines, the Filipinnovation Awards will be held annually to spotlight Filipino-owned and registered individuals or enterprises whose innovative products or services are in the early stages of commercialization.
“[The awards aim] to bring out the best Filipino innovators, connect them with key industry stakeholders and investors, and strengthen the country’s innovation ecosystem,” the EO stated
Winners will be honored by the President himself or the Executive Secretary, and will receive a presidential medallion and plaque bearing the official seal, citation, and signature of the President.
In addition, awardees will be granted further support, including mentorship, coaching, and international exposure opportunities to help scale and promote their innovations.
The National Innovation Council (NIC) has been tasked with implementing the competition, including the creation of a Selection Committee and a Board of Judges at both the national and regional levels. These bodies will be responsible for screening and evaluating submissions based on clear criteria to ensure transparency and fairness.
The EO mandates the NIC to release detailed implementing guidelines within 15 days of the EO’s effectivity. These guidelines will outline the competition mechanics, evaluation process, and the range of benefits available to winners.
Initial funding for the awards will be drawn from the current budgets of NIC member-agencies. Future funding will be proposed annually as part of the regular national budget process.
The Executive Order will take effect immediately following its publication in the Official Gazette or a newspaper of general circulation.
