
The Senate Office of the Sergeant at Arms (OSAA) issued a statement ahead of the release of its incident report on an alleged marijuana smoking incident involving a staff member of Senator Robin Padilla on 14 August.
The OSAA named Nadia Montenegro as the person allegedly using illegal substances inside the Senate premises.
According to an investigation report released earlier, a male staff member from Senator Lacson’s office claimed to have smelled an odor resembling marijuana inside the female restroom, allegedly identifying Montenegro as the only person present in the area at the time.
“He claimed the odor resembled that of marijuana and stated that the only person in the area at the time was allegedly Ms. Nadia Montenegro,” the report said.
The incident reportedly began in the second week of July 2025 and was followed by a similar report on Tuesday, 12 August, when a strong scent was again detected.
Montenegro denied the allegations, saying the smell may have come from her vape, which could have been mistaken for marijuana.
