The National Capital Region Police Office (NCRPO) on Wednesday signed a memorandum of agreement (MOA) with the Integrated Bar of the Philippines–National Capital Region (IBP-NCR) chapters to strengthen law and rights-based policing.

The agreement was signed at the NCRPO Multi-Purpose Hinirang Hall in Camp Bagong Diwa, Bicutan, Taguig City.

The partnership affirms a shared commitment to uphold the rule of law by providing legal counseling, assistance, and education to uniformed personnel, especially those facing service-related legal challenges.

The initiative supports the Philippine National Police (PNP) chief’s directive to enhance officers’ legal competence through re-education and updated knowledge of existing laws, aiming to ensure fair and effective enforcement. Collaboration with legal experts is also expected to boost professionalism and strengthen public trust.

Atty. Rafael Vicente R. Calinisan, vice chairperson and executive officer of the National Police Commission (NAPOLCOM), expressed confidence in the initiative’s capacity to bring legal services closer to both police officers and the communities they serve.

“Through teamwork, we reinforce the foundations of justice and empower institutions to uphold fairness, integrity, and transparency,” Calinisan said.

NCRPO chief P/Maj. Gen. Anthony Aberin stressed the urgent need for institutional legal support for police officers while maintaining the highest ethical standards. He thanked the IBP and NAPOLCOM for their continued support.

“In response to the directive of the Chief PNP, P/Gen. Nicolas Torre III, to ensure strong adherence to legal processes in law enforcement, this agreement with the IBP highlights NCRPO’s commitment to law and rights-based policing,” Aberin said.
