ATC backs deportation of Arnie Teves

The Anti-Terrorism Council (ATC) has expressed full support for the coordinated efforts of the Department of Justice (DOJ), Bureau of Immigration (BI), and National Bureau of Investigation (NBI) to deport and repatriate Arnolfo “Arnie” Teves Jr.

Teves is the designated leader of the Arnolfo A. Teves Jr. Terrorist Group (ATTG), as recognized by the Government of Timor-Leste.

The ATC said Teves’ return marks a crucial step in the Philippines’ fight against terrorism, impunity, and politically motivated violence.

Under ATC Resolution No. 43 (2023), Teves and 12 others were officially designated as terrorists pursuant to Section 25 of Republic Act No. 11479 or the Anti-Terrorism Act of 2020. The designation was based on: ​A pattern of orchestrated killings and acts of violence in Negros Oriental, that culminated in the assassination of Governor Roel Degamo on 4 March 2023; ​The deliberate planning and execution of these attacks intended to intimidate the public, undermine civil authority, and instill fear; The membership and the group’s engagement in recruitment, logistics, and provision of material support for acts deemed as terrorism under Philippine law.

The ATC emphasized that the designation was the result of an extensive, evidence-based evaluation conducted in coordination with law enforcement and intelligence agencies. The Anti-Money Laundering Council (AMLC) also moved to freeze the group’s assets under Resolution No. TF-69.

“We commend the Government of Timor-Leste for recognizing the seriousness of the charges and their potential impact on regional stability. Their decision aligns with the spirit of international cooperation and ASEAN solidarity in upholding the rule of law. Together with our partner agencies, we will ensure that those who threaten peace, order, and democracy are held accountable. Walang lugar ang Terorismo sa Bagong Pilipinas," the ATC said.
