BoC service, storage rates at airport warehouses hiked
Customs Administrative Order No. 03-2024 provides for new and revised rates for service, storage, and other charges on goods or merchandise stored at airport temporary storage warehouses and consolidates existing customs orders on the imposition by airport Customs facilities and warehouses of these rates.’

Stakeholders must brace themselves for higher charges as the Bureau of Customs (BoC) has issued revised rates for service, storage, and ancillary charges on goods or merchandise stored at customs facilities and warehouses (CFWs) operating as accredited airport temporary storage warehouses or ATSWs.
Customs Administrative Order (CAO) No. 03-2024 provides the new and revised rates for service, storage, and other charges on goods or merchandise stored at ATSWs and consolidates existing customs orders on the imposition by airport CFWs of these rates.
It also standardizes the various charges for the operations affecting imported goods before actual delivery to the importer or consignee.
The regulation likewise seeks to provide clear and transparent regulation to stakeholders on the rates in the collection of service, storage, and other charges for goods stored at ATSWs.
New basic storage rates
CAO 03-2024 lists the new basic storage rates for two kinds of imported goods.
The Ninoy Aquino International Airport (NAIA) and Clark International Airport levy similar standard rates for general cargo and for special cargo. Meanwhile, other airports have their own uniform rates for these cargoes.
NAIA/Clark rate for general cargo is now P4.46 per kilogram per day from the previous P3.43 per kilo per day. The new minimum charge is P256.72 per day from P197.48, and the fixed rate for documents and diplomatic pouches is P171.12 per day from P131.63 per day.
On the other hand, the revised rate for general cargo at other airports is P2.69 per kilo per day from P1.68, with a minimum charge of P154.21 per day from P96.38 per day. The fixed rate for documents and diplomatic pouches is P102.8 per day from P64.25 per day.
As for special cargo stored at NAIA/Clark, the minimum charge now stands at P511.45 per day from P393.42 per day.
The rate for baggage and personal effects is P4.46 per kilo per day from P3.43 previously. Further, the rate for the following special cargoes — perishables; valuable cargo; restricted goods; live animals, food and plants; and human remains—is already P8.96 per kilo per day from P6.89 per kilo per day.
On the new rate for special cargo at other airports, the minimum charge has risen to P307.63 per day from P192.27.
The new rate for baggage and personal effects is P2.69 per kilo per day from P1.68. The fresh rate applicable to perishables; valuable cargo; restricted goods; live animals, food and plants; and human remains is P5.36 per kilo per day from the old P3.35 per kilo per day.
