The Department of Science and Technology (DoST) Central Luzon and WPH Digital Pte Ltd. are partnering to promote the responsible and strategic use of generative artificial intelligence (AI) in business operations and government initiatives.
The partnership was formalized through a memorandum of understanding (MoU) signed at the SACOP Ephatha Development Center in the City of San Fernando, Pampanga, in August 2026.
DoST-Central Luzon Regional Director Dr. Julius Caesar V. Sicat and WPH Digital managing director Vincent Leoh signed the agreement, marking a collaborative effort to support digital transformation and strengthen AI adoption across the region.
The partnership aims to help businesses explore practical AI-powered tools and applications while encouraging responsible and ethical use of the technology.
“Through WPH Academy, we help people build AI capabilities, and through WPH Digital, we help organisations apply those capabilities using practical AI solutions. When capability building and practical implementation come together, organisations start seeing real value from AI,” Leoh said.
Sicat said AI is becoming increasingly important in the way businesses operate but stressed the need for responsible use.
“We are living in the time when technology is changing the way we work and do business. Artificial Intelligence is no longer something we only hear about in the news or see in movies. AI is already here, and it is becoming part of how businesses plan, create, communicate and improve their operations,” he said.
Through the partnership, DoST-Central Luzon and WPH Digital will work to strengthen AI capabilities, promote ethical AI adoption and support businesses in developing practical applications that can contribute to a more innovative and technology-ready business sector.
WPH Digital Pte Ltd., headquartered in Singapore, is an IT services and digital transformation consulting firm. Founded in 1997, it specializes in e-solutions, application modernization and cloud architecture, with a growing focus on generative AI integration, automation and responsible AI practices.
