The Office of the Ombudsman has filed a motion requesting the inhibition of Sandiganbayan Associate Justice Ronald Moreno from the ongoing malversation trial of former Senator Ramon “Bong” Revilla Jr., state prosecutors said.

A member of the prosecution team confirmed that the motion targets Moreno, who served on the three-justice panel of the anti-graft court’s Third Division that granted Revilla provisional liberty.

Moreno and Associate Justice Fritz delos Santos voted to allow Revilla to post P1-million bail for the normally non-bailable offense, ruling that prosecution evidence failed to meet the required threshold to justify continued detention.

Third Division chairperson Associate Justice Karl Miranda dissented, arguing it was inconsistent to grant bail to one defendant while co-accused individuals remained detained.

Moreno was appointed to the anti-graft court in June 2018 by then-President Rodrigo Duterte.

The case involves Revilla’s alleged involvement in a kickback scheme tied to a P92.8-million flood control project in Pandi, Bulacan, alongside officials from the Department of Public Works and Highways and a local contractor.

Former District Engineer Henry Alcantara testified during earlier proceedings that 25 percent of the project’s budget was allegedly allocated to the former senator.
