The filing targets Madriaga’s 11 April supplemental affidavit and spans approximately 1,000 pages, according to Duterte counsel Salvador Paolo Panelo Jr.
“This exhaustive effort was technically unnecessary given the absurd and unverifiable nature of Madriaga’s claims, and the fact that the details and few ‘evidence’ he supplied immediately and publicly collapsed under the slightest scrutiny,” Panelo said in a statement.
The filing includes Duterte’s sworn testimony, statements from 12 corroborating witnesses, government documents, certifications, photographs and public records that her legal team says disprove Madriaga’s allegations.
Panelo said the complaint aims to hold Madriaga accountable under the law and challenge the motives behind the impeachment proceedings.
“It had to be done to ensure that Madriaga is held accountable under the law, and to unmask the malicious, baseless, and desperate character of the impeachment effort against the Vice President and of those behind it,” Panelo added.
Madriaga, who claims to have served as a “bagman” for Duterte, has publicly made allegations regarding cash deliveries and political operations linked to the Duterte family.
During an April hearing before a House committee examining the impeachment complaints, Madriaga testified that P125 million in confidential funds from the Office of the Vice President was spent in less than 24 hours — a claim contradicted by official records showing the funds were utilized over an 11-day period.
The filing marks the second perjury complaint the vice president has leveled against Madriaga.
Madriaga’s camp did not immediately respond to requests for comment on the latest complaint.
