James Elmer Pacala·21 July 2026

  • Japan and the Philippines reaffirmed their commitment to expanding defense, economic, and regional cooperation during a meeting between their foreign ministers on the sidelines of the ASEAN-related Foreign Ministers' Meetings in Manila.

Japanese Foreign Minister Motegi Toshimitsu met with Foreign Affairs Secretary Maria Theresa Lazaro, who welcomed his participation in the ASEAN meetings and noted that the talks coincided with the 70th anniversary of diplomatic relations between the two countries.

Motegi expressed Japan's commitment to further strengthening the bilateral Comprehensive Strategic Partnership, emphasizing the importance of advancing a Free and Open Indo-Pacific (FOIP).

The two officials also discussed cooperation between Japan and ASEAN, as well as regional and international issues, including developments in the South China Sea, and agreed to maintain close coordination.

They likewise welcomed the earlier exchange of diplomatic notes that will bring into force the Acquisition and Cross-Servicing Agreement (ACSA) on 22 August, a pact that will facilitate the reciprocal provision of military supplies and services between the Japan Self-Defense Forces and the Armed Forces of the Philippines.

The ministers also affirmed their commitment to promoting regional peace and stability through Japan's Official Development Assistance (ODA) and Official Security Assistance (OSA) programs.

They also exchanged views on expanding economic cooperation and other areas of mutual interest.
