
The Police Regional Office 2 (PRO2), in partnership with the National Police Commission (NAPOLCOM) Regional Office 2, conducted an orientation on Wednesday, 8 July, to familiarize police personnel with NAPOLCOM Resolution No. 2025-0472, which outlines guidelines on police-media relations, the safety of journalists and media practitioners, and access to public information.
The orientation was held at the Transformation Lounge of Camp Marcelo A. Adduru in Tuguegarao City. It was attended in person by PRO2 officials and personnel, while police chiefs, investigators, public information officers, and community affairs officers from provincial and city police offices across the region participated virtually.
NAPOLCOM Regional Director Ramon Rañeses, MNSA, CESO IV, joined the activity as co-implementer alongside PRO2.
In his message, PRO2 Regional Director Brig. Gen. Mariano C. Rodriguez emphasized the importance of professionalism and responsible communication in law enforcement, stressing that police officers must respect the rights of both the public and the media while performing their duties.
Rañeses, meanwhile, urged police personnel to strictly comply with the Commission's policies on media relations, freedom of expression, access to public information, and the protection of journalists, saying adherence to the guidelines reflects accountability and respect for democratic rights.
The orientation featured lectures by legal officers and resource speakers from NAPOLCOM and PRO2, who discussed key provisions of the resolution, including the Philippine National Police Rule on Media Relations, protocols on the safety of journalists and media practitioners, the principles of freedom of expression and public access to information, and the balance between data privacy and the public's right to know.
According to PRO2, the activity was aimed at strengthening police personnel's understanding of the proper implementation of NAPOLCOM Resolution No. 2025-0472, particularly in handling media engagements and public communication while safeguarding the rights of journalists and the public.
