The Department of Migrant Workers (DMW) expanded its comprehensive support for overseas Filipino workers (OFWs) by signing key agreements with the Department of Health (DOH), SteelAsia Manufacturing Corporation, and Healthway Medical (AC Health), as well as the launch of the guidelines for the "Sa 'Pinas, Ikaw ang Nurse at Allied Health Professional ng Bayan" (SPINB Program) on the first day of the two-day Migrant Workers Health Summit on Tuesday, 30 June 2026, at the Occupational Safety and Health Center in Quezon City.
Migrant Workers Secretary Hans Leo Cacdac and Health Secretary Teodoro Herbosa led the signing of a memorandum of understanding, which was witnessed by DMW Undersecretary Dominique Rubia-Tutay and DOH Director Joel Buenaventura.
The agreement aims to expand the access of OFWs and their families to quality healthcare services, including medical repatriation, health and wellness programs, and the reintegration of returning OFW healthcare professionals.
Secretary Cacdac also signed the implementing guidelines of the SPINB Program, witnessed by Secretary Herbosa, Dir. Buenaventura, OWWA Administrator Patricia Yvonne Caunan, and DMW Assistant Secretary Francisco de Guzman.
As a reintegration and local employment initiative of the DMW, SPINB aims to help returning OFW nurses and allied health professionals enter the Philippine healthcare workforce.
The leadership of the DMW and SteelAsia, represented by Chairman and CEO Benjamin Yao, signed a memorandum of agreement aiming to expand local employment opportunities for returning OFWs.
This was followed by another memorandum of agreement between the DMW and Healthway Medical (AC Health), led by Chief Operating Officer Edwin Magsino and Head of Retail Clinics Nicole Bautista-Loanzon. The agreement aims to deliver free primary healthcare services to OFWs and DMW personnel through the medical mission with YAKAP Caravan.
Aside from the signed memorandum of understandings and memorandum of agreements, 16 beneficiaries from the National Capital Region were awarded financial assistance at the Health Summit under the "Sa 'Pinas, Ikaw ang Ma'am at Sir" (SPIMS) program, the flagship reintegration program of the DMW and the Department of Education for licensed OFW teachers.
Hundreds of OFWs and their families received free healthcare and wellness services during the summit.
Organized by the DMW, in partnership with DOH, OWWA, and OFW Hospital, the summit brought essential health services closer to OFWs and their families while promoting prevention, early detection, and overall wellness.
The two-day summit offered risk assessment for nutrition, hypertension, and diabetes; HIV and tuberculosis testing; cervical and breast cancer screening; teleconsultation services; and measles-rubella vaccination and Vitamin A supplementation for children of OFWs aged 6 to 59 months.
Other government agencies, including PRC, PhilHealth, SSS, and PCSO, also provided support services such as dental and eye check-ups, free medicines, and other assistance.
