Authorities have launched an investigation after a viral video showed a man throwing a cat he believed was dead from a bridge along East–West Road in Barangay Calumpang Cerca.
Animal welfare group Humane Philippines said the incident occurred on 17 February 2026 and was reported to the Indang Municipal Police Station after the video surfaced online on 20 February.
According to Humane Philippines president Tirzah Lim, the suspect has already been identified at the barangay level and confirmed through coordination with local authorities.
The town mayor clarified that the individual involved is not a minor. Police are also working to identify the person who recorded the video, though efforts have been complicated after the original TikTok upload was deleted.
Lim later received information that a rescued cat believed to be the same animal in the video was brought to a veterinarian on 21 February. The cat was reportedly traumatized but in stable condition.
While initial findings suggest a possible bone issue, veterinarians have not yet confirmed whether it is related to the incident. Authorities are still verifying whether the rescued cat is the one shown in the footage.
Humane Philippines said it is preparing to file charges and reminded the public that acts of animal cruelty must not be used as online content.
The case may involve violations of the Animal Welfare Act and the Cybercrime Prevention Act, pending investigation results.
